Yes, that's what I usually say when I encounter low effort: clearly the guy isn't interested in me, so let's move on.

But that's only theoretically. Because the sad reality is, many men stop investing time and effort into women after one of the following things occur: they get access to regular sex, they get married, the wife has a kid, the wife starts being upset about them not doing anything around the house, or with a child, or for her - and many others.

So while I'm all for saying the fella doesn't care to invest time in me, let's not forget about how many women initiate break-ups and divorces due to the lack of effort.
